Standard of Care & Safety Guidelines
Every parade contingent and festival exhibitor is an ambassador of the LGBTQ+ community and San Francisco Pride. San Francisco maintains some of the most rigorous municipal codes and public safety standards in the United States. To ensure a safe, organized, and successful celebration, SF Pride utilizes integrated digital processing to verify, track, and archive all necessary municipal permits and registration paperwork.

Submission & Verification Process
To ensure a smooth registration, all required documents are verified and tracked in our registration system. Here is what to expect after uploading your paperwork:
1. Upload Documents
Upload your Certificates of Insurance (COI), permits, or business certificates directly through your registration profile as soon as they are available.
2. Verification Review
Our operations team reviews each document to verify correct insurance limits, active business statuses, and proper additional insured language.
3. Status Updates
You will receive automated email updates when a document is approved or if revisions are required. Approved items are instantly checked off your list.
Parade Contingent Compliance
Parade compliance focuses strictly on public safety, crowd flow, and municipal street usage laws enforced by the San Francisco Police Department (SFPD) and ISCOTT (Interdepartmental Staff Committee on Traffic and Transportation).
1. Parade Agreement
Executed via secure digital forms during registration. Key city mandates built into the legal agreement include:
- Interactive Sound Control: Under SF Police Code Article 29 and Entertainment Commission rules, you must disclose all amplified sound systems. Decibel levels must remain within permitted bounds and turn off immediately if commanded.
- Strict No-Throw Policy: ISCOTT rules strictly ban throwing items (beads, candy, flyers, etc.) from vehicles or marching units. All items must be handed directly to spectators by walkers along the barricade line.
- SFE Balloon Ban: SF Environment regulations prohibit the purchase, use, or distribution of foil/mylar balloons, which present safety hazards to municipal power lines.
2. Contingent Training & Monitors
Mandatory parade monitor training must be reviewed and credited via survey. Under joint SFPD and ISCOTT safety regulations, strict rules apply to motorized units:
3. On-Site Vehicle Verification (Sunday Morning, June 28)
Vehicle & Driver SafetyTo streamline registration and ensure physical safety, standard marching units are covered under the liability waivers and terms executed in the digital Parade Agreement. Vehicle-specific auto liability insurance, registrations, and driver's licenses are verified physically on-site at your Sunday morning assembly block rather than collected in our digital database in advance.
All motorized contingents must bring hard physical copies of these three items directly to block marshals on Sunday morning:
- Valid Driverās Licenses for all prospective drivers.
- Current DMV Vehicle Registrations for all participating transport or tow units.
- Current Proof of Auto Liability Insurance specific to each active vehicle.
Drivers must maintain these three documents physically inside the cab of the vehicle throughout the entirety of the parade route.

Complete these checklist items in sequence to ensure full compliance for parade day:
Festival Exhibitor Compliance
Operating a booth, display, or food space in Civic Center Plaza requires meticulous attention to city permitting, environmental standards, and insurance.
1. General Liability Insurance (COI)
Commercial General Liability insurance is mandatory for all street fair booths. The certificate must satisfy the following strict programmatic constraints:
- Coverage Limits: Minimum of $1,000,000 per occurrence and $2,000,000 general aggregate.
- Effective Dates: Must explicitly cover the active event dates June 27-28, 2026, including the buffer load-in/load-out window.
- Required Additional Insured Wording: The document
must explicitly name the following entities as additional insureds:
- "San Francisco Lesbian Gay Bisexual Transgender Pride Celebration Committee, Inc., its officers, directors, employees, and volunteers."
- "The City and County of San Francisco, its officers, directors, employees, and volunteers."
- Certificate Holder Address: Must match exactly:

2. Business and Tax Documents
San Francisco and California state laws mandate tax compliance for all operating merchants:
- Business Tax Certificate (
BTRC): Issued by the SF Treasurer. Non-profits must submit proof of tax-exempt status (IRS determination letter) to be marked as exempt in our tracker. - CA Seller's Permit (
Sellers Permit): Required by the California Department of Tax and Fee Administration (CDTFA) if you sell physical goods.- Temporary Permits: Operating under 90 days? Secure a Temporary Permit registered dynamically to the SF event footprint.
- Existing Permits: Register the event footprint as an active sub-permit on your CDTFA account.
- Cold Food Exemption: Raw, cold items not meant for immediate warm consumption (e.g. packaged spices, honey) are exempt unless sold inside a restricted area with dining facilities.
- Event Operator Form (
CDTFA-410-D): SF Pride is required to collect seller IDs from every vendor. You must complete and upload Form CDTFA-410-D.
3. Environmental & Stormwater Guidelines
Violation of local environmental or drainage codes will lead to immediate booth shutdown, municipal citations, and forfeiture of cleanup deposits:
- Single-Use Water Ban: The sale or distribution of plastic water bottles in sizes under 1 liter is strictly banned on public lands. Water must be distributed in recyclable aluminum cans or glass bottles.
- Compostable Foodware Only: All single-use plates, cups, bowls, boxes, and utensils must be certified by the Biodegradable Products Institute (BPI) as compostable. Styrofoam (EPS) is completely illegal.
- Storm Drain Protection: Discharging greywater, ice melt, grease, or fats directly into city storm drains is a federal Clean Water Act violation. Violating booths face a $10,000 fine.
- Disposal & Spill Mats: Handwashing and culinary wastewater must be dumped *only* inside designated sanitary disposal stations. Deep fryers and portable generators must sit on top of flame-resistant protective spill mats.
4. Food & Beverage Compliance (SFDPH)
All booths distributing or selling edible itemsāincluding free samplesāare subject to SF Department of Public Health oversight. Use our interactive decision flowchart to determine your required permit track:

Stationary: TFF App Needed
Submit SFDPH TFF application and run an active gravity handwash station (100°F warm water).
Mobile: MFF Permit & Decal
Submit annual SFDPH permit and unexpired decal. Out-of-county trucks must secure reciprocal approval.
- Home Prepping strictly Banned: Under California Retail Food Code, all food-service items must be prepared on-site or inside an approved commercial commissary kitchen. Preparing food at home is illegal.
- Mandatory Handwash Stations: Every open TFF booth must operate an active gravity handwash station with warm water (min 100°F), pump soap, single-use paper towels, and a greywater catch bucket.
5. Fire, Structure, and Cooking Permits (SFFD AB 5.10)
Any exhibitor utilizing structural pop-up tents, active cooking, generators, or flammable fuel must strictly conform to SFFD Administrative Bulletin 5.10 (Safety Requirements for Regulated Activities). Note that flame retardancy is tracked separately from operational permits:

Reminder Only Required only for exhibitors bringing their own pop-up tents, canopies, or umbrellas (booths rented directly from SF Pride are pre-certified and fully exempt). If bringing your own, the structure must feature a permanently heat-sealed California State Fire Marshal (CSFM) Title 19 label or certificate on-site.
Wind Safety: Secure each canopy leg with a minimum of 40 lbs of weight. Active staking into streets/pavement is strictly prohibited.SFFD Permit (Operational
Permit)
An active operational fire permit is required if the booth utilizes hazardous fire-regulated elements on-site (such as propane, open flames, or generator fuel over thresholds).
Cooking Clearance: Cooking tents must be separated from neighboring structures by at least 20 feet. BBQ & deep frying must be out-of-tent, requiring a 200 sq. ft footprint.- Fire Extinguisher Classes: All warming/standard food booths must maintain a visible, currently-inspected 2-A:10-B:C dry chemical extinguisher with a CSFM tag. Hot grease deep fryers must additionally provide an official Class K extinguisher.
- Generator Fuel Thresholds: A dedicated SFFD Operational Permit is required unless the combined fuel capacity of the generators on-site within your commercial footprint is under 10 gallons of gasoline or 60 gallons of diesel fuel.
- Refueling Prohibited: All combustion engines must sit on level surfaces away from exits (min 5 feet from tents). Refueling generators is strictly prohibited during public operating hours when engines are warm.
